Explain this thing to me.

There is a BBS, haes momed and user. The user tramples the "+" button 3 times
and it echoes back to him... Momed enters command mode.

WHY DOESN'T THIS ACTUALLY HAPPEN????
Or how does he switch back to data transfer mode?

Is it necessary to transmit data in command mode? from the terminal to the remote
modem and vice versa?

How does +++ work in general?
