Now I talked to our R50EC on ICQ and found out the procedure. First
I will submit an application with proposed conference rules to the REC. Then an RO (Returning Officer) will be appointed who will conduct the elections here. It is clear that
the moderator will be elected by a majority of votes, and any subscriber
of the conference can become this moderator. Then the echo will be officially raised on the bond with the final
version of the rules, which will be presented by the elected moderator.
