No way, and if you mean compatibility mode, then it is inhibited by the duty cycle or
frequency of your choice. Where there is duty cycle, there are no problems with memory access for
ULA. Writing to the cache memory occurs only when accessing memory areas
screens. Yes, at other times the cache is not available to the z80, not at all.

connect the clock generator through a logical element "and" before or after the arrival
INT and measure the number of cycles with a frequency meter.. you can measure by cycles, you can
measure in cycles..
