NT -- stop hdd

Press RESET immediately, All! There are probably some utilities for stopping unused HDDs in windows-NT 4.0? Where can I get it? How can you use the Rockridge file system extension on CD-ROM? Jouliet is not there and it sees disks with names in 8.3 format. No symlinks. :-( I know for sure that there is a sound blaster emulator for DOS programs (for NT). I forgot what it’s called :-( Maybe someone can remember?
