St. Petersburg 1999 The National Spectrum Foundation (NSF) is being created in in accordance with Federal Law N7-F3 of January 12, 1996 year "On non-profit organizations". The statutory objectives of the fund are listed below: 1) financial support for the annual Festival computer arts based on Spectrum - compatible computers; 2) organization of a commercial publication (official print organ of the Foundation);3) creation and maintenance of a specialized website of the Foundation on the Internet; 4) financial support for the development of electronic information networks for spektrumists; 5) financing on a competitive basis and in amounts approved by the Board of Trustees of the Fund for the creation of the most attractive and interesting electronic products for free distribution via electronic information networks (non-profit programs and electronic press); 6) control over the non-distribution of copyrights through networks commercial software and other products with excitation claims in accordance with the current legislation of the Russian Federation on copyright protection; 7) allocation of interest-free loans on a repayable basis( possibly with partial repayment, created by schoolchildren and software and other software distributed free of charge via networks electronic products for the needs of the educational process) for private (paid) schools for the purchase of computer classes (based on Spectrum-compatible computers), creation local networks, school servers included in ZXNet; 8) organization of free training for certified specialist teachers (with pedagogical or higher technical education) in computer science and specialists inrepairs (mainly from among spektrumists) and subsidies for wage fund for educational institutions that have agreed hire them (subject to the purchase of a computer class based on Spectrum-compatible computers), and for Spectrum-compatible service centers computers from these classrooms (possibly workplaces in operating company for the repair of complex household appliances); 9) financing in the amounts recommended by the Board of Trustees Council of the Foundation, on a competitive basis, promising and significant for the entire spektrumist community of projects in various areas (in subsidiaries of commercial structures under the control Board of Trustees of the Foundation for rational use funds of the Fund and achieving the intended results).
