Let's create a new image and write text on it in black. Then
Select/Load Selection and Layer/Flatten Image.
Execute the Select/Inverse command and apply the filter Filter/Pixelate/Crystallize
with a crystallization coefficient of 8.
Run the Select/Inverse command again and apply the filter Filter/Noise/Add
Noise with a noise figure of about 70 (don't forget to enable Distribution:
Gaussian).
Blur the image using the Filter/Blur/Gaussian Blur filter with a coefficient
blur about 2. Then deselect Select/None and use the filter
Filter/Blur/Blur.
Execute the command Image/Adjust/Invert (Ctrl-I).
Execute the command Image/Rotate Canvas/90 CW. Then apply the filter
Filter/Stylize/Wind. (Method: Wind, Direction: From the left) and return
the picture in a horizontal position Image/Rotate Canvas/90 CCW.
Let's give the image the color of ice using the command Image/Adjust/HueSaturation
(Turn on the Colorize button, set the Hue to -175, and
Saturation - 80)
Let's add sparkling highlights using additional brushes. In the Brushes menu
select the Load Brushes command and open the file assorted.abr from the subdirectory
Brushes. Set the current color to white and apply sparkles to some
protruding pieces of ice.
