Execute the Select/Inverse command and apply the filter Filter/Pixelate/Crystallize with a crystallization coefficient of 8. Run the Select/Inverse command again and apply the filter Filter/Noise/Add Noise with a noise figure of about 70 (don't forget to enable Distribution: Gaussian). Blur the image using the Filter/Blur/Gaussian Blur filter with a coefficient blur about 2. Then deselect Select/None and use the filter Filter/Blur/Blur. Execute the command Image/Adjust/Invert (Ctrl-I). Execute the command Image/Rotate Canvas/90 CW. Then apply the filter Filter/Stylize/Wind. (Method: Wind, Direction: From the left) and return the picture in a horizontal position Image/Rotate Canvas/90 CCW. Let's give the image the color of ice using the command Image/Adjust/HueSaturation (Turn on the Colorize button, set the Hue to -175, and Saturation - 80) Let's add sparkling highlights using additional brushes.
