Scorpion ZS-256 - problems with turning on.

Sometimes though The start menu appears, but without the menu itself, i.e. below "Scorpion ZS-256 1992 - 1997" but there is no menu itself and it does not respond to buttons. I press Ctrl+Alt+Del - it starts again, although it sometimes reacts to the Reset button every other time, sometimes it doesn’t react at all. Sometimes you manage to catch him on this starting message with a magician, shadow climb the banks - everything seems to be working, I do j0 - again the same tricks. Replacing the processor does nothing. 200 W power supply from a very old XT. There is a suspicion of unstable voltage from BP. Could this be possible?
