I have the same one (green board). I could have mixed it up - try +5V on leg 16
SCART. These 5V should block the reception of the signal from the 20th leg and force
work TV on R, G, B signals.
PS: Oh, I dug up the SCART on which I did this - on the 8th leg, it seems
Video (?) on the 16th +5V (I can’t say for sure, I haven’t had a scorpion using SCART with TV for a long time
communicated). Nothing suits the 20th leg at all.

According to those documentation 16pin is a switch between RGB (1-3V) and
Video(0-0.4V). Pin 20 is a video input, and pin 8 is a mode switch
Video(12V) and TV(0V).

Don’t you think that your brightness signals are added twice, first in
spec, and then RGB is added to the TV.
I received an ATM from Roman, connected it via SCART, very beautiful picture
it works! On the 20th leg I gave it the synchro mixture. I don't have control signals
I applied it to SCART and just switched TV/AV on the TV.
