PAL coder na CXA1645

A new model of PAL encoders (revision B) based on
CXA2075/CXA1645.
Differences:
- the size decreased approximately 2.5 times;
- universal SMD/wired pads are made for capacitors;
- improvements from the previous version were taken into account;
- the boards have a green protective coating and a shielding earth layer.
