Out of sporting interest I tried to do it
Wait-free keyboard controller for Spectrum.
The price of the solution is an increase in the cost of the controller
almost doubled due to the use
EPM7064SLC44-10 (costs about 150 rubles)
The advantage, besides the absence of WAIT, is that
that the controller is mounted directly into the connector
connecting a mechanical keyboard.
I've made a working layout for now.
I will pay and order if
will show interest in this development.
Estimated cost 300 rubles.

Not important. Firstly, a 3.3V CRANK costs a penny, unlike FPGA
MAX7000S series. Secondly, the MAX3000A is a CMOS chip, and although the power supply is
recommended at 3.3V, this is most likely to reduce power consumption,
in fact, it works great at 5V and even higher.

ATF1504 does not require power modification and the firmware just needs to be converted
pof2jed program (i.e. they are a direct analogue of 7064).
