I don't understand you...
IR23 has been recording input data on the positive edge at the outputs all its life
synchronization signal.
It was even indicated on your sign...

And the “read input” is actually an EO signal, if there is a “1” at which the outputs
are transferred to a high-impedance state (in short, to a Z-state).
