Determine the number of pins in the connector for connecting to the main board,
make provisions for the future and standardize. Select tire(s) for
connection of ASIC chips (for which there is no implementation in FPGA yet) and also formalize
in the form of a standard. The FPGA must also have a reserve. Publish all this with
open license. That's all that is needed then.
