Floppy disks are not formatted

Hello, All
I have a problem. I want to format a 3.5" floppy disk for tr-dos. Hole
closed, launched SpecDos. After 30 seconds the error Error of creating appears
system sector... And the same with similar programs...
I tried the wintrd package with the driver. Format with great effort. Need by
Press RETRY a hundred times, only then it says OK. The floppy disks are new. What can it do
mean?

I usually format HOBETA35, of all formatters for PC it is the best
works (naturally MSDOS or VIN98).
The second point, on some drives (I don’t know why), for successful
formatting, you need to not completely close the readonly window, i.e. to
