Floppy disks are not formatted

Hello, All I have a problem. I want to format a 3.5" floppy disk for tr-dos. Hole closed, launched SpecDos. After 30 seconds the error Error of creating appears system sector... And the same with similar programs... I tried the wintrd package with the driver. Format with great effort. Need by Press RETRY a hundred times, only then it says OK. The floppy disks are new. What can it do mean?
