Then it is very strange that a direct replacement of RU5 with SIMM,

I don’t know if your signals are connected correctly, but what catches your eye:
1) 1533ЛH2 - inverter with an open collector output, that is, the output is required
you need to put a load resistor to +5V, and not very large, for example
