I came across a similar “trick” back in 1984: I bought it at Uchkollektor
UZOSH (Residual Shutdown Device School) - electronic relay,
cutting off the power grid during a load short circuit or (this is important!) during asymmetry
currents in the phase and neutral wires (that is, during leakage). Enabled -
cut right there. Turned on without load - cut again. They began to dig -
conductive sticker with a quality control department stamp and a warning about deprivation
